You can use hierarchical aggloramative clustering algorithm, for instance using scikit-learn. Than using a very basic auxilarry python package to illustrate the graph, recommender by sklearn itself. But it is not very readable and aesthetic. You would like to consider using a higher level python library with javascript at the heart to draw. Or you can consider choosing an open source python library which has some kind of tree viewer, and use their code snippets.
