Most profiling is wrong, It is the disconnect of real life and corporate policy. It is because an actual threat usually won't mimic what's in the frameworks or common policies. I thoroughly enjoy testing the companies that have specific and rigid frameworks. It allows you to anticipate responses and know what they are looking for. The ultimate achilles heel of corporations. But in reality if I am social engineering or attacking a network, It won't be a common way. I will find what policy they use by simple toy attacks. Then I go opposite of what the frameworks will tell them to do. Sometimes, I just test how well they follow them. Since no attack is the same then there is no profile to be profiled.

I agree with Andrew's comment...most "profiling" is wrong, because it doesn't go deep enough in collecting information about the attack itself. In my experience, a great deal of what has been called "profiling" is based on "infrastructure" (i.e., IP address) or malware...very often the type, but not _how_ it's used. There is so much that's missed when it comes to is referred to as "profiling", in part because we insist in restricting ourselves to frameworks. The MITRE ATT&CK framework is good, but it doesn't address things like timing in the attack (hours of operations, start/end time, frequency/cadence of access, etc.).

There are two broad categories of threat actors. Generic and Targeted. Generic are looking for either a short-term win, like we see with Ransomware, or a specific change in behavior, like we see when a hackavists uses cyber to stop animal testing. Dealing with generic actors is blocking and tackling with support from outside third parties like Law Enforcement and ISACs. They have skills, are well funded and motivated. Targeted threat actors are APTs and Nation States. Targeted threats are much more strategic. They are out to steal your Intellectual Property (IP) and in the case of the physical world will take out infrastructure (water, electricity) at a time of their choosing. Targeted threats requires public/ private partnerships.

It is is important to remember as analyst, “Deception and Copy Cat threat actors” are present in abundance who will copy other cybercriminals: - Behaviour - Leave obvious false trails / bread crumbs - Replicate modus operandi - Impersonate - Infrastructure - Deceptions on certain trip wires So before jumping to conclusion and finally submitting attribution report, question and revisit all the evidences and proofs.

Profiling threat actors have been an active task of an intelligence analyst and key job. Profiling a threat actor can be done in many ways like seeing the infrastructure which they are using which can give clue of its origin, sometimes the actor's motivation also helps Profiling it, the actors historical targets and its patterns also adds upto Profiling. While we are talking about all these but we can't miss on the actor's TTP which helps us mapping its activities to different threat actors also, this will help us establishing multiple threat actor relations with each other for eg. IRGC multiple threat actors under one umbrella having overlapping techniques, toolset for common motive. Profiling threat actors is still developing technique.

If you are handling critical infrastructure of a country you will most likely have threat actors from rival state sponsored agencies, similarly if you are a business, your threat actors may be cybercriminals hired by rival business. There is a requirement of regular interaction with law enforcement agencies and discuss with them besides having organised sessions at industry levels etc
