Some times, services that are too many can be combined and a common library approach can be helpful so its not very overwhelming with the number of changes and change management requiring constant maintenance. Initially many services get developed due to the agility of the team and delivery phase, but once its matured and reaches a steady state, there should be some analysis done to increase consistency, reduce redundancy and improve efficiency.
