My 3 pieces of advice concerning drills and exercises would be: a. Allow crew to get the feeling of the tools, materials & equipment themselves (not just watch some other persons hard on the task). b. Role change (allow so that different crew get a well round exposure of the drill so they may take charge if necessary for different tasks). c. Another aspect I find useful is when key roles during an exercise interact & explain what they are doing & why.
I agree but, measures for preventing or minimising oil spills can involve operational challenges such as additional procedures, slower outflow, false alarms and such. The tendency to work around such prevention measures is therefore very tempting and must at all costs be avoided. Instead, the measure must be reassessed for its effectiveness and made fit for purpose.

Running realistic and effective drills and then evaluating them. On some of my ships we would run spill on deck drills using water. The alarm would be raised and the goal was to prevent water going over the side. Using water provides the realism as crew can see whats happening and it has a clear goal. We would use all the equipment we had onboard as if it was a real incident. We would also split into in close and boundary teams. In close working right at the spill trying to stop it spreading. The boundary team working to secure the overside so that if the in close team couldn't prevent the spill from spreading it wouldn't go over the side.

In my experience, a lot of drills involve familiarizing crew with their responsibilities and where spill response equipment is, as crews change out regularly. A real effort needs to be placed on how the equipment is actually to be deployed in a real emergency. Doing this finds weakness in the system. Are the sorbent booms too long to be easily handled? Are they too short to be effective? Is the spill response gear stored in a space easily reachable during an emergency, or packed in the focsle far away? Is atmosphere testing equipment always readily available for use to ensure responders can safely enter the area?

This plan should be reviewed by all areas to think outside of the box, to encompass all possible outcomes and allow for the plan to develop as the situation dictates. No one incident will ever follow the plan so the person running the incident needs to be calm, clear thinking and experienced in making the right call from the outset.
One simple but effective tool are containment plugs. Ensure the plugs (also known as scuppers) are in good working order, the rubber is in good condition, and the drains are rust-free.
Many ships and floating plants have OSR equipment, but rarely used or trained on. Serious ship management should apply the inspection, maintenance, and training on these equipment to ensure crews have a hands-on feel of the equipment and also the readiness in case of need.

Most spills that I have investigated recently is due to complacency via dependence on technology. Train your crews to stop relying solely on technology when transferring oil / oil products. Gauge the tank being transferred from and the tank being transferred to. Check and double-check. Ensure adequate ullage will remain when the transfer is completed. Post personnel at the hose connections, deck vents, transfer pump, and emergency stops. Inspect all transfer equipment for potential failure points. * Do not assume that your tank sensors are 100% accurate. * Do not get distracted by other tasks. * Do not become complacent. Be vigilant in all aspects of the transfer.
