There is a common-sense side to Safety of course. You will never get hurt at work if you do not go to work for example. Simply put productivity expectations must be based on compliance with Safety, never the other way around. And doing so benefits everyone.

In my opinion, this is the incorrect way to view safety. Safety is #1, and productivity is #2. You will have to sacrifice productivity in order to keep people safe, and that's your job as a manager. While there are things you can do to minimize production loss while maximizing employee well-being, your goal should never be to increase productivity at the sake of keeping people safe. To me, this is all about mindset and doing what's right. You are always going to want to be known as a leader who kept their employees health at #1 rather than the leader who sacrificed employee health to break records.
