Based on my experience in developing Functional Specification Document, I recommend the following additional points. 1. Do Requirements Analysis, collaborating with Owner’s Operation andMaintenance team with key Engineering Deliverables - P&ID, Process Control Philosophy and Cause and Effect Diagram. 2. Prepare a draft FSD and call for a meeting and discuss with the members of Project team and HSE Manager. 3. Update the draft FSD based HAZOP and SIL studies 4. Subject the FSD for stakeholders review and revise as the project progresses.
