I love outlines, summaries, treatments, etcetera. They are my essential tool for mapping out not only where I want to end up but how I want to get there. I strongly suggest NOT editing the first draft (and yes, you will be doing more then one draft). When you start your outline, get the ideas out if your head and in the page/screen. You can go back and change/rearrange them later; what's important now is to articulate that which you really want to say without filters. Editing as you go is the enemy of creativity. Just let the ideas flow, after which you can comb through your draft and discriminate, using only those details in your final document to which your intended audience will relate. Edit ONLY AFTER you have done your outline.

The first step, of course, is write a statement of the purpose of the project. Once that is understood, all research should contribute to that purpose. Several methods can be used to refine notes including 3x5 cards or business cards which can be typed up. These can allow for rearranging the order in which the information will be presented. Once organized they provide an outline to follow when writing and editing. Reading the final editing/re-writing aloud helps not only to ensure the document makes sense, it also ensures that the rhythm makes understanding easier.
