It is worthwhile to find out WHY they are unmotivated - Is this another "top down" initiative? Have they already "been there, done that" sort of situation in their eyes? etc. From there, you can plan support, resources, etc. that is informed by their wants / needs.

I would add that it's just as important / critical to recognize and reward *progress* towards a goal and not just the attainment of it. Anyone who's run a race knows that it's often the onlookers' cheers in the second half that keep your energy and motivation up as you near the finish line (when you are at your most tired).
