In scenarios where the economic benefit is not higher compared to the alternative (which does not incur the cost of security), the opportunity cost needs to be ascertained for the alternative. The costs have to be calculated based on Fixed costs ( a one-time charge for installation, upgrade) and variable costs ( ongoing cost of operations based on variables like users, traffic etc.) Notice how I decided to add the cost of not having the solution in place, resulting in financial costs from penalties and downtimes. My approach is to add them to cost rather than benefit as they are indeed cost to the company irrespective of whether the company is making any economic gains or not (what if the company is not earning revenue or profits yet ? ). However the cost of losses is not certain and hence has to be weighted with a probability of those occurring which can be based on the average probability of occurrence in the industry.
