How can you measure project performance using resource utilization?

We cannot get any project done without resources. Understanding resource loading effectively can save cost and time. We may assign a resource to a task and it works for 100%. However we may realize that a resource can spend 50% on one task and 50% on the other.

I build my schedule in MS project and look at the critical path to understand that resources must be assigned here or my project would be delayed. For me I use the what if analysis to see the effects on the schedule by adjusting the resources.

For me this is a discussion in our team meetings. We ask the question to each team member if they are making the task. We then see if there is any resource that can be juggled around.

You can set your team’s utilization to the maximum capacity in a project. But let’s say that you have a 6-weeks project, 3 people, and 400 hours to spend and be on budget. If you have 20 hours available for each people weekly you still have to do check ins weekly with your team to ensure that your project goes as projected. Having an utilization rate set doesn’t means that may be successful. There’s other steps to follow in order to warrant that the project is on track, on budget, with the percent of completion matching the assigned budget, and making sure that your team would complete the project on time. There’s no way to assign to a project an utilization rate and let it run automatically.

Measuring project performance and development through resource utilization is a very tricky approach which can sometimes mislead to inaccurate results. Actual project is best handled if it is divided in various milestones and each one is allocated a set of resources like budget, manpower, equipment etc. These smaller units can be easily evaluated and in turn gives a better picture of how the resources are utilized in the project. MS project is a good solution to monitor the project milestones.
