As per my experience, first and the most important is the offshore leadership team. Second, alignment of the way of work and governance - set hours for active collaboration, when both parties are online, agree on status meetings, goals for next day, checkpoints, etc. etc. Third - align expectations both ways and keep mutual respect. At the end you will see that your offshore team is not so far away as it might seem !

One thing I have found important is that use the step by step approach. Do not try to start immediately everything. This goes hand to hand with projects as well. Be precise what you want. And be kind.

We do 3 meeting a week. Since the team is working India hours it's typically the North American team members that stretch themself. Typically what we have seen is teams working US hours cost 15%-20% . Also a bigger talent pool when you have the team working India hours.

In my personal experience, adding a on-site representative of the off-shore team increases the value of the team enormously, because will be a SPOC for all the relevant issues, will operate in your time zone, will know all the cultural differences and aspects, and will make sure that the off-shore team delivers accordingly. Really worth to considering adding that extra cost on your business case.

My viewpoints are based on NA which is about 7.5 hours ahead. Depending on the project and partner, not all are amenable to working NZ time. In general I find that the Indian teams start late and work late. IMHO, having daily standups at 3 pm NZ Time with the concerned team members on both sides works well. So any development or fixes can be done by them when we are sleeping and it can be reviewed during the day. Having a tool like JIRA, Azure Devops means that statuses and issues are visible to all thus ensuring transparency.
