There is "vector tile", as a alternative format. Vector tile is easy to work with like vector file, and is small because it is cloud optimized. This format is installed in United Nations Vectfor Tile Toolkit project. It is benefitical especially for web GIS user.

In order to make your spacial data on the go, data sharing and dissemination is necessary. One of the points is showing license by using "Creative Commons" and/or "Open Database License". The most license making data disseminated is CC BY 4.0 and ODbl.

The concept to boost spacial data on the go is opendata. In this context, open data is what ANYONE can FREELY USE, MODIFY, and SHARE for ANY PURPOSE( Open Definition). Especially data which administion has are the common goods as far as privacy and secrets are secure.
