According to my experience - the best groups formed are the randomly formed ones based on proximity of seatings, when people/students meet for the first time. The smaller the group and even down to a pair - to make sure everyone's put to work. Once smaller group discussions have taken place, it is highly recommended and rewarding to hear every group's summary of the topics discussed.
