There are many tools and software available for VQA, from basic and free to complex and expensive. FFmpeg is a popular command-line tool that can perform various video operations, including VQA. It supports many video formats and codecs, and it can calculate objective VQA metrics such as peak signal-to-noise ratio (PSNR), structural similarity index (SSIM), and video multi-method assessment fusion (VMAF).
