Benchmark the costs with organization of similar operations. Work with procurement team to always negotiate with suppliers for best prices, terms etc. Clearly define policy for expenses such as travel & entertainment etc. Assign delegation of authority and approval limits based on hierarchy to ensure the respective department heads are aware of their team's costs. For capital expenditure, perform IRR and payback period review to ensure the expense are aligned with organization's strategic and long term goals.
