In my experience, When setting expectations, the factor of actual ability to implement and the possibility of measuring these goals and expectations must be taken into account. Team members must also be provided with opportunities to share their ideas and suggestions and determine their ability to implement those tasks and ideas

Something I've come across personally, and recently heard about else where, is the consideration for the trajectory of certain roles/teams/departments. Ideally there would be some succession plan for the individual who seeks it, this emphasizes team value and supporting growth and progression.

One of the best ways to raise learning curve among team is shadowing. In this process junior engineer shadows a senior engineer in his way through a complete project from start to end, where he can observe and learn from both right and wrong done by the senior engineer. But if it's not written, it's never happened. Junior engineer must document all lessons learned to discuss with senior engineer after project completion. In this way, lessons learned document would be a reference for juniors and a mirror for seniors. For sure juniors should have some smaller tasks from the same project to participate in the steps.
Raise of qualification courses available for employees, re-training in use of continuously developing processes and procedures to keep employees up to speed with companies policies. Staff training in new and developing technologies. Incentives program to keep motivation up, mental health practices and etc... etc...
