The naming is funny for me, I doubt there is expected issues, usually all issues are unexpected unless it is a known issue and stated at the release notes, also it is miss leading, is this an unexpected issue within project scope or not in scope. I will answer from not in scope prespective; The first thing to be done is to report it as a bug even if project team will reject it as not in scope, any issues affecting applications under test must be reported, but we can change the status or resolution, The next part will be to contact the other system owner and get them in a defect triage call or raise an incident on their system and request a root cause analysis, once provided ask for prevention, e.g. vendor to share their road maps.
