Toastmasters evaluations of prepared speeches are 2-3 minutes which allow enough time for the sandwich method. Thanking the person for presenting and something you admire or a skill they already have is a great opener. We always have room for improvement so provide a suggestion next. Then leave them with another positive is what I always learned.

A constructive feedback helps the presenter to understand both aspects of the presentation delivered by them. I would recommend a survey to be sent by the presenter to understand if the goal was met which means the target audience understands the topic explained and can process or it enables them to think about it.
