For most people, the theoretical side is relatively simple. Most people can easily learn the theory about it. The most challenging part of public speaking is actually breaking through the fear barrier. Many people who I have come across lack belief in themselves as a public speaker. Practical strategies are more effective. Yes, you can add theoretical components within this but to me a course should be set around the practical tools which can be used. Effective warm ups and muscular control of the mouth. Tongue twisters and facial massaging is key as well as manipulation of the tongue. Confidence in the topic. It is far easier to speak freely when you are an expert in the topic and of course an understanding of pause.... for effect
