1) Understand the clock domains in your system and identify the signals that cross between domains. 2) Use well-proven, well documented blocks of IP in your FPGA designs. 3) Finite state machines should preferably recover to a known state from any other state - in other words avoid designing a machine that has a state or chain of states that has no recovery path to a known reset state or idle state. (FPGA design tools have finite state design tools in which you can control the behaviour of unused or redundant states.) 4) Use functional simulation tools to verify the function of your circuit. 5) Use timing verification tools to ensure that your design meets clock-edge to clock edge timing constraints after fitting.

6) Control overshoot and ringing on long PCB traces with appropriate termination of signal runs where necessary. 7) Use ground planes and plan for power distribution on the PCB design. 8) Understand the power requirements, particularly for processors and FPGAs that may undergo rapid changes of current demand and expect the supply voltage to be maintained within specified bounds while their current demand is changing. 9) Use boundary-scan test methods, especially in high-density circuit designs using BGA-packaged parts. 10) Remember - emissions and susceptibility are two sides of the same EMC coin from a radiation perspective. If the circuit is designed for low emissions, it will also have low susceptibility to rf fields.
