We do the PI planning (Program Increment) at ART level for every PI (5 or 6 sprints). We involve all team members in the internal PI planning event and allow them to bring the topics to be considered for PI and encourage them on prioritization. Importantly, we give the opportunity to the team to nominate and estimate the work items identified and then we come to a consensus on the efforts estimations.
