Ideally if possible the UI designer should be part of a cross functional agile team. The best teams have every skill they need to deliver an end to end functional product. The best way for it all to be aligned is to work together as one team with a shared vision, understanding of the customer/user, and refine together. Even if they are a shared resource making them feel they are a part of the team where possible is incredibly important. In general I am a huge believer in the idea that user stories should remain from the “user perspective” whenever possible. Including multiple steps of work to deliver functional software (design, coding, testing, etc). Of course there are exceptions for foundational tech work but we should be user first.
