The best way to break through silos is to build common and ambitious projects that will provide visibility and create lasting impact. Then, focus on recognizing the right behaviors for change - such as collaboration and team engagement. If you are working in a multi-cultural environment, provide a common space where people can come together to share their work. I remember at a retail business, each country had a table to showcase their work with posters etc and that opened the eyes of the team to a world of possibilities. It improved cross-pollination of ideas.
