I had seen their over and over again, the basic need to empower workers is first of all to have a clear objective. The authority, resources and alike fail if not a clear direction is given and all mid management is aligned in achieving. For me after the direction or targets are set, then you provide the training, the tools and open channels of communication; with this you start defining the level of authority and autonomy you will be giving all employees in a systemic way, meaning make sure they are learning and growing in the right direction to achieve the desire targets and objective, which regarles of the industry are Safety, Quality, Productivity and Cost.
