Giving us metrics to measure while using both qualitative and quantitative analysis to identify and properly solve the “disease” impacting optimal business performance. This will build accountability to the action items they are responsible for within the project and desired outcome and then re-evaluate effectiveness.

Next you want to continue building relationships and maybe send out a mass survey depending on where the shortage is will depend on who gets the survey. After getting said results now you can make your strategic plan to align with the companies goals to keep moving forward. Weather its train and retrain or hire and train maybe a combination of all three, so your HR will have the right skillset at the right time and place.

Choosing a benchmark for HRM is not that typical, I think. Performance from the view point of Success may differ based on Objectives. What's my objective, who are superior competitors in adding value, what's the most responsive and contributing to achieve my goals - would be arrested in choosing a benchmark.
