1 Define the scope and objectives

The first step in developing a QAP is to define the scope and objectives of the EIA project. This includes identifying the purpose, scope, and scale of the proposed project or policy, the environmental and social issues and impacts to be assessed, the legal and regulatory framework and requirements, the stakeholders and their roles and responsibilities, and the expected outputs and outcomes of the EIA. Defining the scope and objectives will help you to establish the scope of work, the budget, the schedule, and the deliverables of the QAP.

Define the Objectives is first step in my view to mean Quality of the desired Environment. Which Environmental components need to be considered with the highest priority. Those affecting the Biosphere including Anthropos must be given the appropriate priority in my view.

The next step is to establish the quality criteria and indicators that will be used to measure and evaluate the performance and results of the EIA process and products. Quality criteria are the standards or benchmarks that define what constitutes a good quality EIA. Quality indicators are the measurable or observable attributes or characteristics that reflect the quality criteria. For example, some quality criteria for the EIA process are completeness, accuracy, transparency, participation, and timeliness. Some quality indicators for the EIA process are the number and type of data sources, the methods and techniques of data collection and analysis, the level and frequency of stakeholder involvement, and the adherence to the schedule and budget.

3 Define the quality assurance activities and responsibilities

The third step is to define the quality assurance activities and responsibilities that will be implemented throughout the EIA process to ensure that the quality criteria and indicators are met or exceeded. Quality assurance activities are the actions or tasks that are performed to check, verify, monitor, control, or improve the quality of the EIA process and products. Quality assurance responsibilities are the roles or functions that are assigned to the individuals or groups who are involved in or accountable for the quality assurance activities. For example, some quality assurance activities are data quality checks, peer reviews, stakeholder consultations, audits, and evaluations. Some quality assurance responsibilities are project manager, quality manager, technical experts, reviewers, auditors, and evaluators.

4 Develop the quality assurance plan document

The final step is to develop the quality assurance plan document that summarizes and communicates the QAP to the EIA team and the stakeholders. The QAP document should include the following sections: introduction, scope and objectives, quality criteria and indicators, quality assurance activities and responsibilities, quality assurance schedule and budget, quality assurance reporting and documentation, and quality assurance feedback and improvement. The QAP document should be clear, concise, consistent, and comprehensive. It should also be flexible and adaptable to accommodate any changes or uncertainties that may arise during the EIA process.

By following these steps, you can develop an effective QAP for your EIA project that will ensure the quality and credibility of your EIA process and products. A QAP will help you to achieve your EIA objectives, satisfy your stakeholders, and support your decision-making.

The most important aspect of EIA preparation is the understanding that this document showcases the overall impact of a project on different fields of the Environment. So honesty is the most important aspect. The other most important thing is to understand that this report is not the work of a single person or two. Expertise from different fields is required to improve the quality.
