While a plethora of literature is available on the subject, it is always good to start with the business goal, translate those into engineering or IT goals and then trace these further down to specific measures. It is equally important to clearly define these measures to ensure consistent understanding of the same amongst all stakeholders. Typical goals include on-time delivery, service level, user experience, improved availability, cost optimization etc.

I would like to keep the metrics lean and simple while bringing out the key critical areas for senior leadership to track and take action on. IT service metrics would definately derive from goals but should also look at the efficiency and quality while delving into some details that are essential. Metrics just for the sake of putting data and not nbeing able to actionise on that needs to be avoided.
