Agreed. There were ample examples of industry gets localised based on the availability of raw material and at the same time decision also depends on the location of the target market. There needs to be a fine balance on the above and an obvious decision will be to rationalise the above cost to the perfection. There were instances where the industry gets concentrated on the coast line for want of raw material which are received as imports, like palm oil etc.
