One way to ensure clarity in the scope of the evaluation, it is essential not only to determine what will be included but also to identify what should be excluded. This approach helps to avoid collecting data that do not serve the purpose of the evaluation. Therefore, I highly recommend developing a rigorous Scope of Work Statement that clearly defines the boundaries and limitations of the evaluation.

It is also important to clarify and determine timing and timelines for the evaluation. Doing this helps inform evaluability and scope of the initiative. Many times the expectations of the evaluation might be impacted by the life cycle of the initiative being evaluated and clarifying timing and timelines helps to manage the expectations for what is feasible for the evaluation.

Designing an evaluation plan that is flexible and adaptive requires a systematic approach to allow for adjustments and modifications as needed. Here are some steps you can follow: 1) Define your goals and objectives: Be clear about what you want to achieve with your evaluation plan. This will help you to develop a framework for your plan that is focused on your objectives. 2) Identify your key performance indicators (KPIs): KPIs are the measures that you will use to assess the success of your evaluation plan. One key thing, in my opinion, is ensuring that everyone involved in the evaluation is on the same page. It's essential to have a shared understanding of the purpose, scope, and criteria among you, the internal team, and the evaluators. Clarifying which questions will align with the desired purpose, the methods to be used, the timeline, and the stakeholders involved are all crucial aspects to address at this stage

There is no one-size-fits-all approach in evaluation. Every organization, project, or initiative is unique. While evaluations might be requested later in the projects' lifecycle, evaluators need to understand the contribution they aim to make since day one and how it has been translated into actions and programs. One way to achieve this is by reviewing the theory of change for the project under evaluation and ensuring it accurately reflects their reality. This may involve revising it or even developing a new one from scratch. Once the project's story and goal is clear, and the purpose and scope are agreed upon, evaluators could decide on the appropriate method to address the evaluation questions, considering the project's journey.

It is critically important to include coherence (referring to OECD DAC) when evaluating a project. Project's longevity and sustainability and lastly the impact depends on whether the interventions align with country and cultural context.

To act more proactively, we usually use a scenario-planning approach to identify and prepare for a range of possible future scenarios. This helps us anticipate changes and challenges and develop contingency plans. In the meantime, we remain open and responsive to any changes or unknowns that may occur.

Flexibility and adaptation are natural characteristics of evaluation. Multiple changes can happen along the way, and various challenges could be faced. Its the role of evaluators then to interact quickly, ensuring transparency, openness, and wisdom in raising alerts and highlighting necessary changes. To design a flexible and adaptive evaluation plan engaging stakeholders, one can start by clearly defining evaluation goals and involving stakeholders early on. Use diverse communication channels to gather feedback continuously, adjusting the plan as needed. Regular stakeholder meetings and surveys ensure ongoing engagement, fostering a collaborative and adaptable evaluation process.

To facilitate the engagement of relevant stakeholders in evaluation, it is recommended to conduct a stakeholder mapping exercise. This is where the relevant stakeholders are identifyied, and their level of impact and influence on the project being evaluated is assessed. The scope, method, and other resource-related factors will determine whom to involve and at what level.

From my humble opinion and experience, engaging stakeholders is where you begin if the approach is as linear as outlined. Engaging stakeholder early in the process allows for early support in moving processes through, and can result in meaningful and relevant analysis/evaluation/ and write up of findings and or results.

This is a broad topic, so I will speak about one aspect: identifying your findings. Evaluators may face numerous findings, and this is where different members of the evaluation team cooperate to identify commonalities in findings across various data collection tools and their frequency. This indirect method of prioritization highlights key findings and aligns with the research concept of 'triangulation.' Later, evaluators can determine which key findings to include in their report. This doesn't mean disregard less frequently mentioned findings. There are other factors to consider and these would be agreed upon with the rest of the team

Evaluation is a learning journey. There are various guidelines available for creating evaluation plans, but these serve as guidance, and the final approach is defined when we are in the midst of the evaluation.

Designing the evaluation plan is a learning process in itself, and as an evaluator, you will have significant value in the process. You might join the evaluation planning stage when the organization commissioning this evaluation has already developed a Terms of Reference and a question that will come to mind is, how can I contribute if the organization has already identified its questions? This exercise will demonstrate that there is still much to add.

Methodically sound program evaluation is an iterative process, it is not evaluation research that is fix and involves comparison groups. Iterative to respond to study groups perceptions and understanding, program design aims, and rigorous examination of the measures used and how it is defined.
