For me, the best way is to use Scenarios and User flows. First, think about what is the flow to execute all the paths to a goal on your system/app/service, and create Scenarios to attempt all kinds of users or the ones you already know that use your product. From there you can have a better view of your goals to wireframe this path in a system/app considering all the points of decision you gathered before. Note that research is important to avoid the "guessing behavior" when you are designing the "solution".
