In my perspective, any goal, or vision is not complete without a clear deadline and a realistic timeline on how to reach the said goal. Without either of these you may find the goal hard to reach or even irrelevant in the way of working. Of course the goal and timeline act as a high level set up which should be connected to operational tasks and processes.

So, any vision and goals can never be set around the end-state of the enabling technology but needs to be crafted around the problem or the purpose or the business. Technology will just be one of the components of that, as will be, say, knowledge, skills, abilities (KSA), organization structure, processes, rewards and incentives, business model, etc. Let your vision for the technology be a part of this overall vision and goals, but never in isolation!

While many options may appear feasible at first glance, this may not be the case when looking at it from a broader point of view.

When trying to prioritize different initiatives and tasks, it can be a daunting experience at first. Important thing to keep in mind for a successful prioritization is the cost-impact ratio. Divide your options in different categories with which it is easy to understand what options are the most feasible given potential timeframes, budgets and business vision. Another important differentiation to make is between wants and needs!

Communicate the prioritisation criteria and decisions transparently to relevant stakeholders. It is important to first understand your role in the entire value chain. E.g., if you are into basic research or an academic, your technology strategy will likely revolve around knowledge creation and your success criteria will be built around number of papers in top tier publications, or patents filed, or the citations, and in some cases, it might also be commercialization of that knowledge. However, if you are a traditional business, say into travel, you are only a consumer of technology and you perhaps see it as a productivity and/or efficiency tool, and thus your investment choices will accordingly reflect such priorities. There can't be any one size fit all strategy frameworks without recognizing the context.
