In my opinion, encouraging candid feedback and joint problem solving among team members is the first step in developing a functional programme timetable. The best way to ensure that everyone on the team is on the same page is to promote open lines of communication through things like virtual brainstorming sessions, collaborative project management tools, and frequent team meetings. Everyone gets a say in creating the programme timetable, which boosts morale and teamwork and ultimately increases participation and dedication to the program's success.

Scope, schedule & cost are tightly coupled. Defining the scope of the program is the first & most essential step, as it establishes the boundaries of what the program will & won't deliver. Scope outlines specific, measurable results that should be achieved, with clear & specific objectives that consider key stakeholder & user group requirements & expectations. Furthermore, identifying exclusions is essential to avoid scope creep, as this can negatively impact project outcomes, schedule, & costs. By carefully defining the scope of the program, program managers can ensure that the program remains focused on its primary objectives & delivers measurable results that align with stakeholder expectations, within the timeline & budget allocated.

My advice is to use methods and tools to properly define your program's components and dependencies, and then use that information to build a plan that works for your team. To better understand the program's architecture, divide it into smaller tasks, and map out their relationships, project management tools like Microsoft Project, Asana, or Trello might be a lifesaver. Methods such as the DSM and the WBS offer structured ways to catalogue and arrange the interdependencies between the various parts of a program. By making use of these methods and resources, your group will be able to create a detailed and precise program plan that supports your aims.

There are many ‘moving parts’ to a Program, many dependencies, internal and external. There are known knowns and unknowns at this early stage As part of your planning you will need to build in contingency to time and budget. Just because you have contingency on time and budget you don’t have to use them, they are your emergency brake glass.

Based on my experience I've found that it's important to break down the program into components and understand the connections, between different tasks. This helps in creating a schedule that's practical and achievable. One way to achieve this is by using a work breakdown structure (WBS) which involves dividing the program into projects, activities, tasks and organizing them in a manner. I completely agree with you on this point. It's crucial to involve experts in the subject matter as key stakeholders when identifying dependencies and determining the sequence of tasks. This ensures that we maintain accuracy and completeness, throughout the process.

At this stage you are only estimating the program resources and duration Don’t lock in dates for delivery until you know more, otherwise you risks setting false expectations. Create high level plans which are ROM at this stage

It is crucial to make estimations of resources and duration when planning a program in order to create a schedule. One way to do this is, by utilizing data seeking expert opinions and referring to industry standards as benchmarks for estimating the time and effort needed for each component of the program. While I agree with this approach it is also important to take into account factors like resource availability, skill levels and potential risks that can influence the duration and resource needs of the program.

Develop the baseline of what you are supposed to deliver within the expected timeframe from the board and create a contingency plan. The contingency plan must be shared with the Board, as this will give them confidence that you are planning for things that might happen. Having a contingency plan doesn’t mean you will need to use it, but not having one will not set you up well if and when something happens

Contingency planning should also consider a Closeout option where it is appropriate. This should include an agreed set of metrics, where if they are breached/exceeded, the imitative is halted. Of course if the project is a Regulatory Compliance there is no putting it off, but you may even get to the point of stopping and re-baselining and changing the approach. The point is not to prepare to fail, but to have a plan if failure is realised.

This is an exciting topic, as I recently wrote an article on how AI will improve contingency planning. The current practice gap is that few analytical tools can effectively evaluate historical performance data against the program's current performance. Because of this gap, teams resort to conjecture and evaluating lessons learned to gain insights about future performance. This results in excessive contingency allocation to accommodate known and unknown risks. Additionally, and perhaps most importantly, the inability to analyze quality historical data leaves teams blind to opportunities to exploit performance anomalies that can improve performance against the triple constraints.

Once you've gathered your estimations for resources and time duration you can create a baseline schedule. This schedule will serve as a point of reference to track progress. It's also crucial to develop a plan to handle any risks or uncertainties that might affect the timeline. This could entail allocating resources tweaking timelines or implementing strategies to mitigate any challenges that arise. For instance one approach could be incorporating some buffer time into the schedule to accommodate delays or setbacks.

I can’t say enough about communicating with your Stakeholders. Break you Stakeholders into groups and communicate specific points to them Roll your communication up with higher level messaging to your Steering Committee This way everyone is getting what they need from your communications plan

The messaging layers should target each business layer as required - but the golden thread of the message should flow to each layer. E.g. Testing Status Messaging To the Project team and user audience – "The first round of SIT testing for HR and Banking/Payroll was successful. The stats are 85% successful, 10% Defect/Fail, and 5% refer to Developer for rework. The second round is on track to commence in 14 days with the success rate set at 95%. To middle management – “the first round of SIT for HR, baking and Payroll was a success. The testing rate exceeded 80%. The next round will commence in 14 days. To the Board/Senior management – “Round 1 of SIT concluded successfully and the team is on track to commence round 2 per schedule.”

Efficient and effective communication as collaboration play a vital role in keeping stakeholders well informed and actively involved in the program. This entails setting up channels for communication sharing updates on the programs status and actively seeking feedback to address any concerns and make choices. For instance a good approach would be to conduct progress meetings or utilize tools to exchange reports on progress and record decision making processes.

It is crucial to monitor and update the program schedule to ensure that we stay on track and can adapt to any changes that arise. This involves monitoring our progress against the plan identifying any deviations and taking appropriate corrective actions to keep the program running smoothly. An effective approach for this could be utilizing Earned Value Management (EVM) techniques, which help us evaluate performance and predict outcomes.

Always have an independent Advisor who can assess the project schedule, progress, risks and issues without prejudice is essential to any technology or business initiative of any significance. The Advisor needs to be able to traverse the entire programme, access any information and attend any session in order to glean sufficient information on the state of affairs.
