How can you convince skeptics of your policy proposals?

From my perspective, accepting that some people will NEVER accept what you are saying despite a mountain of evidence, is really important. Don’t try and convince them, they are not interested. Talk with those you doubt your approach but are open to being proved wrong - in the end, these are the people who are much more interesting to talk to, and you can learn from them as much as they can learn from you!

? How well articulated is the proposal? ? What research and evidence backs it up? ? Has this research and evidence gathering been conducted by a trustworthy source? ? What is the oppositions scepticism based on? ? What evidence or research will help to counter this? ? Who is the right person/organisation to help counter the scepticism? ? What advocates and stakeholders can help in the delivery of this? ? What measures have been put in place to flag, then manage and mitigate risk? ? How will impact be independently measured regarding the proposals ?

Find points of agreement, consensus and positivity and build out slowly - SLOWLY - from there. Also understand their concerns doesn’t mean lip service, it means actively factoring in those concerns and adapting to them - particularly when the sceptic in question is a major stakeholder with the power to derail your proposal.

From my point of view, the largest skeptics are those in charge with decision-making authority, and are subject to their own biases, which they won’t check because of their egos. Many people take a soft approach to convince decision-makers, but this is often viewed as buy-in or reluctant compliance. I believe the points you make have to be straightforward and direct. You need to leave little to no room for misinterpretation about what you’re saying. There are those who take the slightest soft point you make to misinterpret what you said, maybe without even knowing, to prop up their own beliefs. Most managers, including the most senior managers, manage based on their own personalities, not based on their responsibilities.

To persuade skeptics of your policy proposals, it's essential to understand their concerns. This requires living within the community to gain a thorough understanding of the socioeconomic context. By actively listening, empathizing, and tailoring your proposals to address specific issues, you can build trust and credibility, increasing the likelihood of gaining their support. Additionally, providing concrete examples and success stories from similar contexts can help illustrate the potential benefits and alleviate skepticism. Moreover, maintaining an open-door policy for ongoing dialogue and feedback ensures that concerns are continually addressed, fostering a collaborative approach to policy implementation.

A combination of "hard" research evidence and lived experience can be really powerful in convincing sceptical decision makers. If someone can share their experience of poverty, disability, sex discrimination, race hatred, etc. Then the statistics showing that their experience isn't anecdotal but shared with thousands of others become more powerful. Suddenly the decision maker understands that this is happening to real people and if they have any empathy they will feel compelled to do something. If you can then offer a solution it is much more likely to be accepted.

Adapt your messaging to align with their values, making it more likely for them to connect with the broader goals. Adjust: Actively listen to the concerns and adjust your approach accordingly. If a particular aspect of your proposal is causing scepticism, be willing to modify that element to ease concerns. Accommodate: Demonstrate a willingness to incorporate feedback into the policy development process. This accommodative approach can help build trust and a sense of collaboration.
