Normally, we are to choose multiple coherent libraries to handle various things in our machine-learning projects. We can have different libraries for data wrangling and preprocessing while using other libraries to do the actual modeling. In this case, data size is the most decisive factor in selecting proper libraries. If we need to do machine learning in scale in a way that requires distributed computing we need to choose proper sets of libraries that can handle all tasks in order. For example, if the size of the data is big we can use Dask, Ray, or Spark in conjunction with XGBoost Dask, XGBoost Ray, or XGboost Spark. However, if the data is small size we can use the same modeling approach with Pandas to fulfill all the tasks.

If your project requires a high degree of bespoke models or algorithms, look for a library that allows for granular control and flexibility. I think, there are other factors for deciding about the library for your project. The most important one is the project budget and whether we are willing to pay for a licensed library rather than using an open-source one. Also, the infrastructure can impact the choice of libraries. There are libraries only offered and available by specific cloud services.
