In my experience, here in the Middle East, we live in a transient market in transient times. It is key to ensure that employees are motivated and money is an extrinsic motivator. It doesn’t always have to bang on or in 2-3% of the competition - but it has to be within the range provided the culture of the organisation supports a healthy work environment (intrinsic motivator). Most people want peace of mind. Research the market on various elements - pay, environment, culture, growth, self actualisation and if you are behind on pay by a bit then make up for it elsewhere.

Besides assessing business needs, in larger organizations, where a compensation structure is already in place, it's important to survey and listen to the employees' opinions. Only by understanding how to improve can we get to a state where compensation is fair and attends to everyone's needs.

Think a lot about your employee population. At different points in peoples lives, different types of compensation will matter more or less. For example, early in my career I was in need of cash every month so base salary mattered most. A little later in my career annual bonuses, 401(k) matches and other long-term investments were most important. Now, PTO and flexibility probably matter most. Base your compensation philosophy on what the majority of your employees are likely looking for. In an ideal world, companies would offer flexibility where employees can choose from a higher salary or more PTO, a bonus plan or additional development dollars, etc.
