There is no single answer to this question. Since driving scenarios are always unpredictable and are countless. Rather than targeting unique driving scenarios, it's always better to have generic scenarios which have target vehicle behavior, accommodating driver input patterns in the EGO vehicle, deriving safe acceleration requests to the vehicle level actuators in such a way that it fits majority of the use cases foreseeable. The hence designed control system at the sensing, planning and actuator levels must be tested at as many scenarios the developers/testers can think of. The OEM must at a requirement level set the target for all these layers to behave in synergy at any given use case without it being unique to any one scenario.
