The 1.5 sigma mean shift is not really valid. If your process is not stable, as evidenced by your control charts, then you cannot predict the future output. Any sigma level you assign will not be meaningful.

One of the most off putting things about 6 Sigma is practitioners arguing about the 1.5 sigma shift and sigma level. 99.999..... To whatever significant digit you use is usually meaningless. It is not a target expected by the customer. Sigma Level is not a language spoken by the operators. Understand what your customer needs are and work with process operators to exceed those expectations, using language meaningful to all.
