Geralmente requisitos n?o técnicos, podem ser relacionados a expectativa do usuário final ou de uma regra de negocio especifica. Na minha experiencia vale a pena aborda-los primeiro, uma vez bem entendido o contexto do problema, cabe fazer um levantamento dos requisitos técnicos. No meu entender essa ordem faz sentido pois levantar os requisitos técnicos antes de conhecer bem o problema pode gerar retrabalho.

Nos projetos onde participei, o comentário em codigo n?o era algo que ajudava, geralmente ficava muito pouco para ser uma documenta??o, ou com conteúdo demais para explicar no meio de um codigo. O ideal é que se tenha uma pagina ou repositório com a documenta??o completa do codigo. Dependendo da proficiência do time o ideal é que se tenha um codigo que n?o precise de explica??o, o codigo deve ser "readable" e se explicar por si mesmo. Por fim testes unitários, salvo poucas exce??es, é algo quase que mandatório em qualquer pipeline de desenvolvimento. Assim como valida??es de seguran?a e demais valida??es efetuadas em ambientes de devops.
