One thing I found appealing is to use what is called a "pain letter" instead of a cover letter: Don't talk about YOU (they can read about you in the CV), rather talk about THEM and a potential problem they might have, which they hire this role to solve. Like that you appear to know the problem and hence a great candidate to solve it.
