By combining these three components, seismic risk assessment can provide quantitative and qualitative indicators of the potential impacts of earthquakes on human lives, property, functionality, and resilience.

Retrofitting is important because it can reduce the seismic risk of existing structures and improve their performance and safety. Many structures around the world were built before the development of modern seismic codes and standards, or without considering the local seismic hazard. These structures may have inadequate strength, stiffness, ductility, or detailing to resist earthquake forces and prevent collapse or damage. Retrofitting can enhance the structural capacity and behavior of these structures by adding or modifying structural elements, such as braces, shear walls, dampers, or base isolators. Retrofitting can also protect the non-structural components, such as partitions, cladding, or equipment, by improving their connections, supports, or isolation.

Retrofitting can have multiple benefits for the owners, occupants, and society of the structures, such as saving lives, reducing repair/reconstruction costs, preserving heritage structures, increasing functionality/serviceability, and enhancing resilience/sustainability. 4 How to prioritize retrofitting projects?

Prioritizing retrofitting projects is a complex and multi-criteria problem that requires balancing seismic risk, retrofitting benefits, and available resources. To support decision making, structural engineers can utilize tools and methods such as Rapid Visual Screening (RVS), FEMA 154 methodology, Performance-Based Earthquake Engineering (PBEE), FEMA P-58 methodology, Analytic Hierarchy Process (AHP), and TOPSIS method. These tools provide simple and rapid qualitative or semi-qualitative criteria to identify vulnerable structures; more detailed and rigorous numerical models and simulations to evaluate seismic response and damage; and systematic and transparent mathematical models to aggregate criteria and preferences of decision makers.
