What cannot be measured - Cannot mature! Metrics are the holy grail of the effectiveness of any Cyber Program. Coverage Metrics - %age coverage of security controls eg: AV, EDR, FW, IPS, Patch etc ... %age of employees undergoing mandatory security training. Frequency Metrics - How often are VAs conducted? How long does it take to remediate vulnerabilities? What are average MTBF, MTTR? Employee refresher conducted? Mean time between security incidents? Effectiveness Metrics - How many malware infections? How many privilege escalations? What is the ROI on Cyber investments? Mean time to resolve incidents? Impact / Damage Metrics - Business outage due to security incidents? Revenue lost due to security investments?

Security metrics evaluate risk and pinpoint vulnerable areas for targeted risk management. The metrics also provide benefits for incident response planning and compliance monitoring.

A metric/indicator are just numbers showing performance of a parameter. What is essential is connection dots, performing heuristic analysis of the metrics/indicators collected. Review the data at periodic intervals, compare the effectiveness of controls, revise control assurance systems regularly.

Metrics are good but they are only really valuable if context and thought is put into defining them. Metrics are supposed to tell you whether a risk event is more likely to happen, how controls are performing, whether objectives are met, and a host of other things. But if the deep and detailed thought hasn't been put in, if there is no understanding of what a metric means to the org, and what steps should be taken to rectify a "bad" metric. Then mostly you have numbers that can be shown to auditors. So, the advise is stick to a smaller number of well defined metrics. Grow them slowly.

I would rather say that those measurements and indicators are things, if developed adequately, that will support your organization to better understand and evaluate the performance of the security posture and cyber resilience. And from these metrics and indicators improvements can be pulled out and identified. The operational aspect, for how to prevent things, is rather accomplished by anomaly and pattern detection. This on the other hand does not eliminate metrics or indicators from a performance perspective. In the end of the day, performance and operational metrics, indicators and signals should all serve the same purpose and be used for: Supporting the organization Increasing protection & resilience Continuous improvement

Metrics and Indicators can help you identify an attack, learn about the pattern of the attack but alone cannot prevent from a cyber attack. Since the weakest link in the security chain being the human factor, we need better training programs for the people. In addition we need hardened systems, strong network security and more. Learn from the metrics and implement compensating controls to counter those attack vectors.

For us, metrics determine the boundaries of warnings and with their help we can determine when a reaction is needed. Predicting security events can lead us to the goal sooner by determining indicators. For example, if the number of uninstalled patches exceeds the maximum, this is a warning. Or if the number of alerts in the security operation center increases, it indicates the possibility of a security incident.
