Back in the day, only proprietary control networks were permitted for PLC/SCADA systems because of their determinism (ability to perform all given tasks within a scan-time) and repeatability (doing the above all day long again and again without ever skipping a task). The advent of EtherNet (lookup the uppercase N) allayed both these concerns and the industrial control world that dwelled upon Modbus+, BACNet etc quickly embraced TCP/IP as a stepping stone toward full Ethernet. At plant level, HART, FF and Profibus are still prevalent (topic for another day).

There are companies who have made a career preciesely mastering these skills that other "out of the box" SCADA HMI companies perform rather poorly.

However, it's important to note that SCADA systems are not a 'one-size-fits-all' solution for disruptions or natural disasters. It's essential that all subsystems are engineered to be self-contained and equipped with control logic that can trigger necessary fail-safes without requiring manual intervention. Especially in the area of OT networks it is very important to have a good security concept in the area of SCADA systems. A SCADA is the presentation layer. All SCADAs can positively contribute to safety and operability,, but not all of them do. Understanding ASM and ISA standards, bolstered with the application of practical experience and some common sense is a good place to start in designing and implementing a SCADA system. But the most important part is COMMUNICATION--user engagement, inclusive development! Work with operators, work with users, bring them along in the design and testing journey.. At each junction, do not be afraid to ask-- is the SCADA enabling the user to make the best decisions on time? Does the on-screen information promote good consistent operational habits? Or does it become an overwhelming, untrusted tool that does the opposite?

They don't "enhance" safety and sustainability. SCADA is common place and your last line of defense. Historians, trending - they're meant for looking at to review what went wrong i.e. retrospective analysis. The alarms in the control room - an indication of process operating outside defined parameters. Relying on these capabilities, despite all the additional visibility in one place, it still means you're falling back on human judgement and intervention. It's not the 80s anymore. Practical System design and SIS should always be at the forefront. Everything else is secondary.
