In my experience a good site map will help everyone better understand the flow of the application, and give your team an idea where to collect metrics as well. Think about how many people will get to that last page you designed, are your users getting there, what if it lived somewhere else or had an alternative path to it? Things to think about as you’re expecting someone to navigate through.

I allow my users to lead how things are laid out, it is for them. I do so by card sorting and allow them to label groups. If the majority of users have similar groupings, I will take that information do up a prototype and validate it with a different set of users. By using both qual and quant data you can make good decisions and it makes users feel that they are involved in they are involved. This is also a good opportunity to add or remove items or groupings based on metrics received. If a majority of users are never utilizing a section, it might be able to be deprecated or at least find out why it’s not being used.
