HR should be including the Hiring Manager into the offer process... The Hiring Manager: 1. Is accountable for the budget and knows what they are willing to spend 2. Is better equipped to value talent and skills over pay categories 3. Has built a stronger relationship with he candidate and can quickly cover off any concerns or hiccups in the process. It simply makes sense that all hiring managers are a part of not only the offer but also the onboard experience.

Most companies have someone in HR or a Recruiter deliver the verbal and written offer, but consider allowing the Hiring Manager communicate this. A personal congratulations and invite to come work on the Hiring Manager's team can go a long way on selling the opportunity and company to a candidate, especially in competitive markets. If this isn't allowed due to company policy, perhaps the Hiring Manager can shadow the call with HR or make a follow-up call after the details are delivered to answer any role or team-specific questions.
