1 Step 1: Identify the problem

The first step in problem solving is to identify the problem that needs to be solved, and the goals and objectives that the government wants to achieve. This involves asking questions, such as: What is the current situation? What are the main issues or gaps? What are the desired outcomes or benefits? Who are the stakeholders and what are their needs and expectations? How can GIS help address the problem? Identifying the problem clearly and accurately can help GIS professionals narrow down the scope, focus, and purpose of their work, and avoid wasting time and resources on irrelevant or misleading data.

Generally, technology is a means, not a goal in itself. The goal is solving the problem using the proper technologies, such as GIS. Therefore, it important to identify the problem correctly. Then, review the potential solutions and evaluate the alternatives. When applicable, we may decide yo use GIS technology, either alone or integrated with other technologies as needed. In many cases, we need a comprehensive solution that consists of multiple integrated technologies to solve the problem properly.

En mi experiencia personal, los SIG pueden ayudar mucho a los gobiernos, en diferentes ámbitos, pero lo más complejo es como el profesional SIG se comunica con los representantes de gobierno, en primera instancia porque muchos de dichos representantes no tienen una base técnica para comunicar el problema, es por eso que el profesional SIG debe realizar todas las preguntas posibles y recopilar la mayor cantidad de información, para así poder entender la problemática que se va a solucionar mediante un SIG y así generar la mejor solución posible.

The third step in problem solving is to analyze and model the data to generate insights and solutions that can address the problem and objectives. This involves applying various spatial analysis techniques and functions, such as querying, overlaying, buffering, intersecting, measuring, summarizing, and visualizing. GIS professionals need to use appropriate models and algorithms to perform complex calculations, simulations, predictions, and optimizations, such as network analysis, spatial statistics, suitability analysis, and scenario planning. They also need to test, validate, and refine their models and results, and consider the assumptions, limitations, and uncertainties involved.

GIS professionals need to use appropriate formats, styles, symbols, colors, labels, legends, and scales to enhance the readability, usability, and accessibility of their outputs. They also need to collaborate and coordinate with other professionals and agencies to implement the solutions effectively and efficiently.

To achieve better results, It is important for government entities to look at the big picture and look for proper solutions that usually involves multiple integrated technologies. For example, in many cases, it is helpful to integrate GIS technology with workflow automation, IoT, AI, and other systems. Another important point. to maintain the sustainability of GIS and other used technologies, government entities should ensure a culture and working environment that comply with the modern technology. This requires activities such as awareness, training, and motivation for employees.
