The best way to get an organization to follow standards, best practices, and policy and procedures, is to design them to be the path of least resistance. If you can't do that, you need to educate those who don't follow your data governance principles the first time and punish those who are repeat offenders. I've always used the Boy Scout method (leave your environment better than how you found it) with documentation and policy. If a critical document doesn't exist for a system you are currently working on, create the documentation. Make the documentation as good as possible for the time you have. All documentation should be living documentation, and everyone within your organization should have a vested interest in keeping it accurate.

As there is a lot of ground to cover conceptually, its best to start with time-tested best practices. Remember - some of the participants may not have the context for why a given best practice is to be followed, it is architect's job to substantiate the recommendations with real world examples and pitfalls so that everyone can be on same page and prioritise accordingly.
