Some educational policies are to frustrate teachers out of the classroom as a result of too many demands from the teacher. Some policies reduces teachers autonomy and creativity. It's rather like do as I say kind of. Teachers and children's social and emotional wellbeing should be well considered and factored into many educational policies. Teachers are humans not a robot.

This happens often. Too many restrictions. The policies limit teachers work for pay and nothing more. Innovative teaching is often restricted while the standards of evaluation and promotion are set high often attached to the performance of learners.
