An airport should set a mission for its carbon emission reductions for the next 5 and 10 years, with an annual target. It's imperative to discuss and co-create the mission targets with a buy-in of all stakeholders whereby everyone agrees to the common goals. A periodic progress review with the stakeholders is essential. A lot can be done to reduce emissions by using alternate fuels, optimizing resources through pooling of Ground handling and telematics for reduction in unwanted movement.
