For small-term projects it usually does not make sense to perform a thorough skills assessment as it might lead to delayed delivery since you are busy assessing your own team. What helps is keeping a repository of the skills in a master file and mapping skills to each of your team members. This helps in the long run as for each project you can mix and match the resources to the required skillsets to successfully deliver that project.
