The project charter describes the base data for planning that takes into account stake holders concern resources to be allocated to it, the work break down does include the general target, the goal for every activity is set to satisfy the WBD target which when summed up is the over all project goals

In my opinion, using a Quadrant chart(Priority Matrix) is an effective method for finalizing the priority of features, stories, and tasks in a project to achive a goal. During planning sessions with the team, the PM/SM should take the lead and visualize the chart on a board. The team should then categorize each feature based on its importance and urgency, placing it in the appropriate quadrant. Once all items are placed in the quadrants, the team should focus on reviewing the most important and urgent items first. This approach ensures a clear prioritization process and gains stakeholder approval, making it an impactful method for prioritizing project goals.

Attention to long lead time supply and focusing on activities that takes long time along with timely attendance to short time pre-condition activities to long time activity help following the critical path,

Every discipline of work in the break down need to be planned for the proper completion of the break down ,so the progress will be a true mile stone

The team members of every WBD area should participate in a weekly activity plan (preparation of guantt chart) so that they own the this weekly pan , this does help setting accountability and giving feedback back to the PM

It is not only flexibility , a project will loose its trajectory once it is late in certain area as the critical path changes , so it is a must reviewing the plan keeping it on the expected trajectory, more over a project is a team work ,it doesn’t pay finger pointing unless there is a clear weakness
